Brackets run from the base through the bracket above this week's price, computed as (bracket floor − base) ÷ MPG. At $5.599 and 6 MPG the exact formula surcharge is $0.733/mile (bracket floor value in the default table: $0.725/mile). The federal GSA/DOE freight matrix publishes a similar table once a year as a PDF - this one regenerates on every weekly release. Your contract's base price and divisor govern - this is reference math, not a rate schedule.
